What the Workflow Builder skill actually is?

An orchestration designer, not a code generator.

When triggered, the skill designs and writes .js files for Claude Code's Workflow tool: deterministic multi-agent orchestration scripts that fan work out to fresh-context sub-agents under plain JavaScript control flow. Only the leaf `agent()` calls spend tokens, so the main session stays clean and the entire run is resumable after a failure.

It always starts with a structured intake before writing any code. The intake maps the task to a topology (fan-out, pipeline, loop, or judge-panel), confirms the shape with the user, then scaffolds the .js file and validates it before running. Skipping to code without intake is an explicit anti-pattern.

The decision to use a workflow at all is part of the intake. Single sub-agent tasks belong with the plain Agent tool. Reusable procedures where Claude picks steps dynamically belong as a Skill. Workflows earn their overhead when work is parallel or multi-stage, must be reproducible, or is long enough to benefit from mid-run resume.

When it Triggers?

The skill activates when you want to build, author, scaffold, or run a custom Claude Code workflow, orchestrate sub-agents with fan-out or pipelines, or automate a repeatable multi-step task across fresh-context agents.

If your input is vague, the skill runs the intake recommendation engine rather than stalling. It turns whatever you describe into 1-2 concrete topology proposals with reasoning, presents them as 'Here's what I'd build and why', and moves forward, it never asks you to re-answer questions you already half-answered.

How Workflow Builder works

Intake first, every time. The shape must be confirmed before a line of code is written.

Intake

Ask 6 structured questions: what repeatable task to automate, what one unit of work a single sub-agent does, how many units, whether later steps need all prior results at once, whether any step needs structured data back, and roughly how deep to go.

Topology Recommendation

Map the intake answers to one of four topologies with a rationale per choice. If input is vague, run workflow_intake.py to generate concrete proposals rather than asking more questions.

Confirm Shape

Present the recommended topology, phases, and parallel-vs-pipeline decision to the user. This is the only approval gate before writing code.

Scaffold

Generate the starter .js file: pure-literal meta block first, then the async body using agent(), pipeline(), parallel(), phase(), log(), budget, and args globals with the correct topology shape.

Validate

Run validate_workflow.py to catch parser-fatal mistakes: non-literal meta, Date.now/Math.random non-determinism, Node.js APIs in the orchestrator, parallel() receiving bare promises, unguarded loops.

Run

Enable the feature with CLAUDE_CODE_WORKFLOWS=1, save the file under .claude/workflows/, and launch via /workflows. Press P to pause/resume, X to skip a sub-agent. Failed agents retry automatically.

The four topologies

Pick the shape that fits your task. Getting this wrong is the most common mistake.

Fan-out: Spawn N agents on independent work in parallel, each gets the same prompt against a different item. Wall-clock equals the slowest single agent. Use for parallel analysis, generation, or review across a known list.

Pipeline: Each item flows through multiple stages independently, item A can be in stage 3 while item B is in stage 1. Default for multi-stage work. Wall-clock equals the slowest single-item chain.

Loop: Accumulate results until a count target or token budget is exhausted. Use for open-ended discovery where you don't know the list size upfront. Always guard with a counter or budget.remaining() check.

Judge Panel: Generate N independent attempts from different angles, then have separate agents vote or score each finding. Use for adversarial verification, diverse-perspective review, or tournament-style comparison.

The hard rules

Enforced by validate_workflow.py. Violations break resume or cause silent failures.

  • meta must be a pure literal and the first statement: no variables, spreads, template strings, or function calls inside it
  • No Date.now(), Math.random(), or argless new Date(): they break resume. Pass timestamps via args instead
  • No filesystem or Node.js APIs (require, fs, process, network) in the orchestrator: that work belongs inside agent() prompts
  • parallel() takes thunks (() => agent(...)), not bare promises, default to pipeline() unless a stage genuinely needs all prior results at once
  • Guard every open-ended loop with a counter or budget.remaining() check: unguarded loops hit the 1000-agent cap
  • Filter skipped and failed agents with .filter(Boolean) before using results downstream
